Welcome Message from Dr. Chen Rui, General Chair

It is my great pleasure to welcome you to 3rd International Conference on New Trends in Information and Service Science 2009. We look forward to a uniquely international conference with hundreds of contributions from all over the world.

 

We hope you will have a technically rewarding experience, and use this occasion to meet old friends and make many new ones. Don’t miss the opportunity to explore Beijing with, among other things. And don’t forget to take a sample of the many and diverse attractions in the rest of the China.

The conference promises to be both stimulating and informative with a wonderful array of keynote and invited speakers from all over the world. Delegates will have a wide range of sessions to choose from and will have a difficult decision in deciding which sessions to attend.

 

The program consists of invited sessions, and technical workshops and discussions with eminent speakers covering a wide range of topics in Information and Service Science. This rich program provides all attendees with the opportunities to meet and interact with one another. I hope your experience with NISS 2009 is a fruitful and long lasting one. With your support and participation, NISS will continue its success for a long time.


As a native co-organizer, the Institute of Policy and Management (IPM) founded in June 1985, in the Chinese Academy of Sciences (CAS), focuses on research of development strategy, development and reform policy, public administration, S&T management, and state-of-the-art theories and methodologies of related disciplines. Since its establishment, the institute has attained high-quality research results and received dozens of national, ministerial and provincial prizes. It is active in offering high-level consultative services to central authorities, CAS, local governments and enterprises, and in writing and producing such well-received publications as Report on China’s Sustainable Development, Report on High-tech Development, Report on China’s Energy Sources, and Technology Foresight of China towards 2020.

 

Capital Center for City Operations and Development Research (CCCOD),integrated comprehensively  with  constructing the city operation information managing platform, the city operation monitoring platform, and projects from Beijing and other cities. Its research focused on the city operation trend monitoring, forecasting, early warning and decision support systems research.

On behalf of the organizing committee, I would like to pay sincere welcome to you, the researchers and practitioners involved in the Theory, Development, Applications, Experiences, and Evaluation of multidisciplinary and Hybrid/Convergent research with consumer-oriented and service-oriented technologies.
It is my honor to take part in this unique, rich, knowledge-sharing experience and I believe this conference will trigger fruitful discussions and new breakthrough ideas.


Half century ago, major developed nations worldwide constantly take it as strategic pivot of industry development to develop modern service industry and basic mission for competitiveness sustaining. At present, China is at a critical stage of industry revolution. It is a vital strategy to accelerate development of modern service industry in order to face challenges brought by economic globalization, take initiative and increase international competitiveness. It also bears significant meaning in optimizing industry structure, transforming economic development mode, improving quality and efficiency of national economy operation, promoting work force transfer, increasing employment, ameliorating the people's livelihood and construct harmonious society. Modern service industry is characterized as technology and knowledge intensive and mainly supported by advance science and technology, especially network and information technology, on the basis of new business model, service flow and management method.


Compared with developed nations, the development of modern service industry of China severely lags behind and lacks of innovation. In recent years, service industry counts for only 40% or so in our GDP. The traditional service industry takes priority and employment attraction rate is 31% only, which is far lower than OECD nations with an average rate of 64.1% and even lower than most developing nations with a rate above 40%.


Service science research, in China, has some new trends, for instance, combining with the city management research, electronic business, modern logistics, digital medical treatment & digital media, information and spatial service, labor and social security research, security service, attestation and credit service research.

I would like to bid a sincere welcome to all of you, the researchers and practitioners from all around the world, working hard for building the emerging trans-disciplinary area of Information and Service Science. I am honored to be among you, my fellow researchers, today to share our knowledge and experience in the field of Information and Service Science.


This international conference has gathered scholars all around the world and it demonstrates how important the topic of Information and Service Science has become nowadays. We are lucky to be at the brink of discovery of next-generation technologies for a ubiquitous computing environment. And I believe our gathering for these few days will enable researchers to share their invaluable research results and get inspired by fellow scholars to embark on new researches on new progressive ideas and thus contribute to further development of ubiquitous future.


Our host this year is Beijing. This city is where the dynamism of modern life takes place in ubiquitous and harmonious computing environment. It is the political, educational, and cultural center of the People's Republic of China. Information and Service Science technologies will drive the future markets worldwide. And our efforts directed towards advancement in the field of Information and Service Science will have a tremendous impact in our lives.


China now has the world’s largest Internet users’ population. In recent years, most of us witnessed the dramatic advance of China in ICT projects I am glad to point out that your presence today signifies the fact that convergence information technology has become an important and widely researched topic around the globe.
I believe this conference will equip the attendees with more knowledge and you will be able to exchange progressive ideas with your fellow researchers, which will enrich your experience.

Welcome Message from Prof. Franz Ko, General Chair

 

Ladies and Gentlemen, Distinguished Chairs and Committee Members!
On behalf of Program Committee, let me welcome you to 3rd International Conference on New Trends in Information and Service Science 2009, which is going to be held on June 30 – July 2 2009 in Beijing, China. This conference is going to be world-class international conference and competition for participation was very tense. Therefore the acceptance rate was only 29.4%. NISS 2009 now unites scholars from over 40 countries such as Austria, France, Germany, India, Japan, Russia, China, United States and etc., so it definitely proves the world class level of NISS 2009.


In my opening speech, I want to say my thanks to all of you for contributing to this conference and also want to state some useful notes about NISS 2009. By organizing the NISS 2009 we will contribute much to the development of information technologies, as we have collected hundreds of excellent papers selected by ground-breaking originality and significant scientific value. As a result, we will build a huge community of IT scientists and the knowledge base for researchers in fulfilling their quests towards achieving innovative results. In our future academic events, we welcome diverse innovative ideas towards the development of Information and Service Science and promote them through NISS. This conference will help us establish a good framework for accomplishment of most brilliant and promising efforts in Information and Service Science. We hope this conference will give you a valuable experience and many opportunities to make new friends all over the world.


As regards the city of Beijing where the conference is being held, it is the most dynamic and fast developing city in China. It is the second largest city in China after Shanghai, and these days Beijing  is considered to be one of the world’s highly technologically geared cities. The superior infrastructure of the city was once again proved by hosting 2008 Olympic Games. You can find here many technological innovations that are being used in daily life of Beijing residents. We hope that you will get unforgettable impressions from visiting Beijing, and of course meeting new people in your field of research here.


In my last notes, I want to give my thanks to those who have contributed to this conference. The people whose role was vitally important in organizing this conference are our general chair Dr. Chen Rui from Chinese Academy of Science. We also present our highest gratitude to our distinguished plenary speakers and to all participants who took the initiative to organize invited sessions. And we also thank program chairs for their precious help in supporting the conference administration and local arrangements. I really appreciate all reviewers, authors, speakers and participants for their contribution to NISS 2009.
